A quality number is not a file size. Use a bounded encoder search and verify the actual output against the limit.

Keep dimensions first

Try JPEG or WebP quality while preserving dimensions. Only allow pixel reduction when the form permits it.

Treat failure honestly

Complex imagery may not fit a small limit at usable quality. An over-limit output is not a success, and the tool tells you before you download.
